Venezuela : le président de l’Assemblée nationale défie Maduro

Il a fait cette déclaration devant des centaines de personnes rassemblées vendredi dans une rue achalandée de Caracas, au lendemain de l’assermentation de M. Maduro pour un second mandat de six ans.

Ce mandat est considéré comme illégitime par l’Organisation des États américains (OEA), le groupe de Lima, qui rassemble depuis 2017 des pays d’Amérique latine et le Canada, et l’Union européenne.

« La Constitution me donne la légitimité pour remplir les fonctions de président du pays, pour demander, pour déclencher des élections, mais j’ai besoin de l’appui des citoyens pour que ça devienne réalité », leur a lancé M. Guaido.

Est-il suffisant que nous nous en tenions à la Constitution sous une dictature? Non. Le peuple vénézuélien, l’armée et la communauté internationale doivent nous porter au pouvoir.

« Guaido comme président! », « Dehors Maduro! », « Oui, nous le pouvons! », scandait la foule. De nombreux manifestants brandissaient en outre des pancartes sur lesquelles on pouvait lire le mot « tyran » imprimé sur le visage de M. Maduro.

M. Guaido appelle les Vénézuéliens à manifester dans les rues du pays le 23 janvier, date anniversaire d’un soulèvement populaire qui a entraîné le renversement du dictateur Marcos Perez Jimenez en 1958.

Nous ne sommes pas des victimes. Nous sommes des survivants et nous allons survivre à cela. Nous sommes ici pour discuter de la route à suivre, parce qu’il n’y a pas de solutions magiques.

La manifestation des partisans de M. Guaido est la plus importante depuis plus d’un an, même si son ampleur était bien moindre que celle des manifestations monstres qui ont eu lieu en 2017.

Ces manifestations avaient été réprimées dans le sang et plus de 120 personnes y ont perdu la vie.

Appui sans équivoque de l’OEA

Le défi lancé par M. Guaido au président Maduro a aussi été transmis par un message déjà relayé des milliers de fois sur Twitter.

« Je me conforme aux articles 233, 333 et 350 de la Constitution […] pour convoquer des élections libres et demander l’union du peuple, les Forces armées et la communauté internationale pour obtenir la fin de l’usurpation », a-t-il déclaré, selon le compte de l’Assemblée nationale.

Le secrétaire général de l’OEA, Luis Almagro, s’est immédiatement rangé derrière M. Guaido, dans un tweet diffusé 30 minutes plus tard.

« Il [Juan Guaido] a notre appui, celui de la communauté internationale et du peuple du Venezuela », a-t-il écrit, après avoir salué la volonté de M. Guaido d’assumer la fonction de président par intérim du Venezuela.

L’affaire pourrait braquer le président Maduro, qui accuse régulièrement les États-Unis et des membres de l’opposition de fomenter un coup d’État.

M. Almagro n’en est pas à ses premiers coups de gueule contre le président Maduro. En septembre, il avait déclaré qu’il ne fallait pas exclure « une intervention militaire » au Venezuela pour « renverser » Nicolas Maduro.

« En ce qui concerne une intervention militaire visant à renverser le régime de Nicolas Maduro, je pense que nous ne devons exclure aucune option, parce que ce régime est indéniablement en train de commettre des crimes contre l’humanité et des violations de droits de l’homme », avait-il dit.

Le président vénézuélien, qui dirige le pays de 30 millions d’habitants depuis la mort de Hugo Chavez, en mars 2013, a été réélu le 20 mai lors d’un scrutin boycotté par l’opposition.

Une Assemblée dénuée de pouvoirs, mais soutenue

Juan Guaido, 35 ans, a été élu président de l’Assemblée nationale la semaine dernière, en s’engageant à faire tout ce qui est en son pouvoir pour que le Venezuela s’engage dans une transition au sommet de l’État.

L’Assemblée nationale, dominée par l’opposition, a cependant été dépouillée de tous ses pouvoirs par une Assemblée constituante dominée par des partisans du président Maduro, élus à l’été 2017 au terme d’un vote discrédité.

M. Guaido bénéficie toutefois d’un certain soutien international, dont celui des États-Unis. Il a d’ailleurs eu une conversation téléphonique avec le vice-président américain Mike Pence cette semaine.

La ministre canadienne des Affaires internationales, Chrystia Freeland, a aussi indiqué jeudi avoir parlé au téléphone avec M. Guaido cette semaine pour lui offrir l’appui d’Ottawa.

Mme Freeland a d’ailleurs précisé que le Canada considérait maintenant l’Assemblée nationale élue en 2015 comme le pouvoir légitime du pays.

Le Venezuela est aujourd’hui un pays exsangue que ses citoyens fuient par centaines de milliers, en raison de la situation politique, mais aussi des conditions économiques désastreuses, marquées par de sévères pénuries.

Cette spirale a été accélérée par l’effondrement des cours du brut, qui compte pour 95 % des revenus du pays.

Selon le Fonds monétaire international, le PIB du Venezuela a chuté de 18 % l’an dernier et l’inflation atteindra 10 000 000 % en 2019.

Meet Canada’s youngest billionaire on 2019 Forbes ranking

Forty-five Canadians have made Forbes magazine’s annual list of billionaires, with the youngest Canuck being 37-year-old e-commerce founder Peter Szulczewski.

With a net worth of US$1.4 billion, the Polish-Canadian entrepreneur came in at number 1,605 on the global list, but ranked 34th out of the 45 Canadians.

Shopify founder Tobi Lutke was the second-youngest Canadian on the list at 38 years old, followed by StumbleUpon’s 40-year-old Garrett Camps.

Szulczewski is a University of Waterloo alumnus and previously worked as a coder at Google before launching ContextLogic, a software company that looks at a person’s internet browsing history to predict their interests.

In 2011 Szulczewski and university friend Danny Zhang re-launched the company as Wish.

Wish is a mobile e-commerce app that connects shoppers with merchants in China that sell discounted products listed on users’ ‘wish-lists.’ The app has over 500 million users on iOS and Android platforms worldwide.

The list of Canadian billionaires is topped by media mogul David Thomson and family, with an estimated net worth of US$32.5 billion.

Halo Labs Awarded Annual Cannabis Manufacturing License by California, among the First to Implement Track and Trace (METRC)

Most California cannabis industry operators continues to struggle with stricter licensing requirements adopted by state lawmakers and regulators in recent months. In California there are over 10,000 temporary cannabis businesses licenses set to expire in 2019 with as many as 6,200 set to expire by April 2019.
